In 1988, WK Lim Architect Inc. proposed to the Metropolitan Toronto Housing Authority a strategy to rejuvenate an existing public housing community in downtown Toronto. Fundamental concepts  were proposed including the reintegration of the public domain into the neighbourhood.

This was again put forth to the Executive Director of Toronto Community Housing in early 2004.
